Horizon 7.13.x has reached their End of General Support (Apr 30, 2023) and has entered into its Technical Guidance Support phase (ends Apr 30, 2025).

EOTG Extension: For this product version, an exception to the End of Technical Guidance has been applied.

Yes, it is possible to upgrade from DEM 9.9 to DEM 2312 (directly, or via an intermediate version) or uninstall&reinstall. Just take into consideration that you must upgrade FlexEngine, the Management Console, and the ADMX templates in the given order.
The most important thing is that you do not create or edit a config file with a new Management Console until all Management Consoles and agents have been updated. Everything is backwards compatible, but there is no guarantee that old versions can deal with new config files.
